The Commonwealth of Dominica, located in the Lesser Antilles of the Eastern Caribbean, is highly susceptible to hurricanes and significant weather events due to its geographical location and topography. The Atlantic hurricane season, from June 1st to November 30th each year, poses an extreme risk of catastrophic weather events. One such event, the trough system of November 2022, caused severe damage to the island, necessitating the relocation of affected individuals from the east coast.
Following the November 2022 trough, which caused significant devastation along the East coast of Dominica, particularly in San Sauveur, Petite Soufriere, and Good Hope, the need for a permanent relocation site became evident due to widespread destruction of homes, infrastructure, and livelihoods. The relocation required selecting a site outside the affected areas and in a low hazard zone, with these communities previously earmarked for relocation following Tropical Storm Erika in 2015.
The East Coast Relocation Project (ECRP) is a vital initiative aimed at relocating vulnerable communities from the East Coast region to safer, more sustainable housing locations. This Environmental and Social Impact Assessment (ESIA) has been conducted to evaluate the potential environmental and social impacts of the project, propose mitigation measures, and ensure compliance with with the World Bank environmental and social safeguards (particularly OP 4.01 and OP 4.12), international standards and best practices.
The Ministry of Housing is currently implementing a grant-funded initiative titled “Data and Systems for Resilient Housing Programs in Dominica.”
