Roseau, Dominica - February 24th 2025 – The Housing Recovery Project (HRP), a flagship initiative under the Ministry of Housing and Urban Development, continues to transform lives and restore dignity by providing modern, safe, and secure homes to families across Dominica. More than just housing, the project provides a foundation for families to rebuild their lives with security and confidence, allowing them to focus on their livelihoods, education, and community well-being.

ARAP: East Coast Relocation Project

The Commonwealth of Dominica, located in the Lesser Antilles of the Eastern Caribbean, is highly susceptible to hurricanes and significant weather events due to its geographical location and topography. The Atlantic hurricane season, from June 1st to November 30th each year, poses an extreme risk of catastrophic weather events. One such event, the trough system of November 2022, caused severe damage to the island, necessitating the relocation of affected individuals from the east coast.

Social Audit: East Coast Relocation Project

Following the November 2022 trough, which caused significant devastation along the East coast of Dominica, particularly in San Sauveur, Petite Soufriere, and Good Hope, the need for a permanent relocation site became evident due to widespread destruction of homes, infrastructure, and livelihoods. The relocation required selecting a site outside the affected areas and in a low hazard zone, with these communities previously earmarked for relocation following Tropical Storm Erika in 2015.

ESIA/ESMP: East Coast Relocation Project

The East Coast Relocation Project (ECRP) is a vital initiative aimed at relocating vulnerable communities from the East Coast region to safer, more sustainable housing locations. This Environmental and Social Impact Assessment (ESIA) has been conducted to evaluate the potential environmental and social impacts of the project, propose mitigation measures, and ensure compliance with with the World Bank environmental and social safeguards (particularly OP 4.01 and OP 4.12), international standards and best practices.
